為建設知識產權強國夯實人才基礎

  習近平(ping)總書記指出:“保護(hu)(hu)知識(shi)產(chan)(chan)(chan)權就是保護(hu)(hu)創(chuang)新。全面建設(she)(she)社會(hui)主義現代化國家,必須更(geng)好(hao)推進知識(shi)產(chan)(chan)(chan)權保護(hu)(hu)工作。”中共中央、國務(wu)院印發(fa)的《知識(shi)產(chan)(chan)(chan)權強(qiang)國建設(she)(she)綱要(2021—2035年)》提出,要“加強(qiang)教(jiao)育引導、實踐養(yang)成和制度保障,培(pei)養(yang)公民自覺尊重(zhong)和保護(hu)(hu)知識(shi)產(chan)(chan)(chan)權的行為習慣”。應認真分析知識(shi)產(chan)(chan)(chan)權人(ren)才(cai)培(pei)養(yang)現狀,摸索知識(shi)產(chan)(chan)(chan)權人(ren)才(cai)培(pei)養(yang)規律(lv),優化知識(shi)產(chan)(chan)(chan)權人(ren)才(cai)培(pei)養(yang)機制,為知識(shi)產(chan)(chan)(chan)權強(qiang)國建設(she)(she)夯實人(ren)才(cai)隊伍基(ji)礎(chu)。

 

  

 

  改革開放以來(lai),我國(guo)知識(shi)產(chan)權人(ren)(ren)(ren)才(cai)培養取得了巨大成績,但一些領域仍(reng)存在(zai)不足之處。概括而言,主要(yao)表現(xian)在(zai)知識(shi)產(chan)權人(ren)(ren)(ren)才(cai)儲(chu)備、知識(shi)產(chan)權人(ren)(ren)(ren)才(cai)隊伍知識(shi)結構、知識(shi)產(chan)權人(ren)(ren)(ren)才(cai)職稱評(ping)價體系等方(fang)面(mian)。

 

  知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)人才(cai)儲備。知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)人才(cai)教育(yu)是知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)強國(guo)建設的(de)(de)(de)基(ji)礎。當前,我國(guo)知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)人才(cai)隊伍約(yue)有70萬人,但對于(yu)我們(men)這樣(yang)一(yi)個大國(guo)來(lai)說,精(jing)通知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)法律、精(jing)通用知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)來(lai)引導創(chuang)新布(bu)局、精(jing)通知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)管(guan)控與運(yun)營、精(jing)通知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)國(guo)際事務的(de)(de)(de)復合型人才(cai)儲備總量還(huan)遠(yuan)遠(yuan)不能滿足知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)強國(guo)建設的(de)(de)(de)需(xu)(xu)要。實踐(jian)中,由于(yu)高水平人才(cai)的(de)(de)(de)欠(qian)缺,知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)制度服務創(chuang)新需(xu)(xu)要、引導創(chuang)新活(huo)動、塑造創(chuang)新方(fang)向的(de)(de)(de)功能還(huan)難以(yi)充(chong)分發揮(hui)。國(guo)內知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)服務業往往還(huan)處于(yu)低端(duan)價格(ge)競爭的(de)(de)(de)層次,例如(ru),一(yi)些大型企業每年(nian)需(xu)(xu)要花費(fei)巨(ju)額費(fei)用聘請海(hai)外(wai)知(zhi)(zhi)(zhi)識(shi)(shi)產權(quan)律所或事務所來(lai)撰寫海(hai)外(wai)專利申請案或其他業務。

  建(jian)設(she)中國(guo)特色、世界水平(ping)的(de)(de)知(zhi)識(shi)(shi)產(chan)權(quan)強國(guo),是(shi)以(yi)習近平(ping)同志為核心的(de)(de)黨中央(yang)作出的(de)(de)重(zhong)大戰略部署。深(shen)入實(shi)施知(zhi)識(shi)(shi)產(chan)權(quan)強國(guo)戰略,全力做好新時(shi)代知(zhi)識(shi)(shi)產(chan)權(quan)工作,能夠(gou)更(geng)好服(fu)務構(gou)建(jian)新發展格局(ju)、推動(dong)高質(zhi)量發展,對(dui)于提升國(guo)家核心競爭力、擴(kuo)大高水平(ping)開放具有(you)重(zhong)要意義。知(zhi)識(shi)(shi)產(chan)權(quan)人才(cai)隊伍的(de)(de)培(pei)養與建(jian)設(she)是(shi)知(zhi)識(shi)(shi)產(chan)權(quan)強國(guo)建(jian)設(she)的(de)(de)重(zhong)要基礎。培(pei)養一流知(zhi)識(shi)(shi)產(chan)權(quan)人才(cai),應當以(yi)學科(ke)體(ti)系建(jian)設(she)為引領,準(zhun)確界定知(zhi)識(shi)(shi)產(chan)權(quan)人才(cai)應具有(you)的(de)(de)基本素質(zhi),盡快(kuai)完善知(zhi)識(shi)(shi)產(chan)權(quan)學科(ke)體(ti)系和專業課(ke)程(cheng)設(she)置,構(gou)建(jian)更(geng)為合理的(de)(de)職稱評價體(ti)系,進而營(ying)造更(geng)加開放、更(geng)加積(ji)極、更(geng)有(you)活力的(de)(de)知(zhi)識(shi)(shi)產(chan)權(quan)人才(cai)發展環境。

  健(jian)全知(zhi)識(shi)(shi)產(chan)權職(zhi)稱(cheng)(cheng)評(ping)(ping)(ping)價(jia)體(ti)系(xi)。一(yi)是(shi)(shi)(shi)盡(jin)快(kuai)明(ming)確知(zhi)識(shi)(shi)產(chan)權職(zhi)稱(cheng)(cheng)評(ping)(ping)(ping)審(shen)的(de)機(ji)(ji)構(gou)。可(ke)以采取兩(liang)種方(fang)案(an):在各地人(ren)力(li)資(zi)源(yuan)和(he)社(she)(she)會(hui)保障局所設職(zhi)稱(cheng)(cheng)評(ping)(ping)(ping)審(shen)委(wei)員(yuan)會(hui)中,單獨設立知(zhi)識(shi)(shi)產(chan)權專(zhuan)業評(ping)(ping)(ping)審(shen)委(wei)員(yuan)會(hui)或專(zhuan)家小組,為社(she)(she)會(hui)提供知(zhi)識(shi)(shi)產(chan)權專(zhuan)業職(zhi)稱(cheng)(cheng)評(ping)(ping)(ping)審(shen)工作(zuo)(zuo);由(you)人(ren)社(she)(she)部門委(wei)托(tuo)有(you)資(zi)格的(de)高校、科研機(ji)(ji)構(gou)或社(she)(she)會(hui)團體(ti)代(dai)為評(ping)(ping)(ping)審(shen)。二(er)是(shi)(shi)(shi)盡(jin)快(kuai)出臺知(zhi)識(shi)(shi)產(chan)權職(zhi)稱(cheng)(cheng)評(ping)(ping)(ping)審(shen)有(you)關的(de)評(ping)(ping)(ping)價(jia)辦法與(yu)評(ping)(ping)(ping)審(shen)標(biao)準。由(you)于知(zhi)識(shi)(shi)產(chan)權職(zhi)稱(cheng)(cheng)評(ping)(ping)(ping)審(shen)還是(shi)(shi)(shi)一(yi)個(ge)新(xin)領域,尚未有(you)足夠的(de)經驗(yan)積累,因此,應盡(jin)快(kuai)由(you)人(ren)社(she)(she)部門出臺知(zhi)識(shi)(shi)產(chan)權職(zhi)稱(cheng)(cheng)評(ping)(ping)(ping)審(shen)有(you)關的(de)評(ping)(ping)(ping)價(jia)辦法與(yu)評(ping)(ping)(ping)審(shen)標(biao)準,為知(zhi)識(shi)(shi)產(chan)權職(zhi)稱(cheng)(cheng)評(ping)(ping)(ping)審(shen)工作(zuo)(zuo)提供具體(ti)可(ke)操(cao)作(zuo)(zuo)的(de)規范(fan)。
